Head of Early Childhood Education & Care
Max leads EIF's work on early years education and childcare.
He previously worked for the Department for Education, which included leading the department's early years research and evaluation team. In that role he directed multiple projects, including the Study for Early Education and Development (SEED), the OECD's International Early Learning Study and the evaluation of the 30 hours free childcare offer. Max recently completed a secondment at the Office of the Children's Commissioner, leading on their children's services spending analysis. The secondment also included being strategic lead for Blackpool Better Start's evaluation.
Prior to joining the Department for Education, Max worked for a number of charities including Barnardo's and Toynbee Hall. He is also chair of trustees of a local children's charity in Pimlico. He holds a PGDip from the Institute of Education and an MPhil from the University of Oxford.
